Will current Windows Phone 8 devices be upgradable to Windows Phone 9 which I have read is due later this year?

It is far too early to say.
Before it goes through Windows Phone 8.1

MS will announce soon, but so far they have said that all phones running 8 out of the box will run 8.1

Does exe.file works on it.

You should know that the microprocessor in Lumias is not able to process exe files..
