It just make changes to ppp headers compression (see RFC 1144), nothing related to power consumption.

Yes, as I metioned earlier, the hack only works if the telco's backend supports the VJ compression. Sometime we may get better results when we tried the hack at the different places or cities, where the cell towers may support the feature. I also had the experience when moving from places to other places. But if you get worse result, revert it back to the original setting/option.

Most probably you are looking at /system/etc/ppp directory. You need to go into /system/etc/ppp/peers directory to find the pppd-ril.options file.
