After some research I have come to concur that the take-down notice I received was fraudulent.
It is from a domain that claims to be owned by Microsoft, but when you compare it to other domains Microsoft actually owns their whois reports have many differences, comparison:

The site is hosted by a web hosting/isp in the UK, and redirects to Microsoft's actual piracy page. I have sent the isp nildram.com an email letting them know one of their users is posing as Microsoft.
Another thing to note, the email it self was delivered from a smtp server known as, mail2.ciuexm.net which is in a datacenter at RIPE Network Coordination Centre in Amsterdam which is a very large datacenter that serves ips to MANY companies. Unfortunately for whoever is faking these emails Microsoft is NOT one of the companies that uses them. List of US companies that use RIPE,
