there have been reports regarding this on more than one occasion on more than one tw 4.1.2 roms...the most commonly discussed solution for the specific experience you're describing is to disable the ripple effect of the lockscreen, although I'm not sure that's what you're using, but if so, then go to lock settings and disable it
I personally use pin lock, and sometimes I get a very brief delay to unlock after my screen comes on...it's very brief because for me a simple tap on the power button snaps it back to life, right away and the issue is gone
try that and report back if the issue persists
and if you can possibly come up with a data not connecting issue, sashusmom could use something to do and a modem issue is right up her alley, but don't try to fake a problem...she knows when people do that

I need some help with a problem that has been previously discussed but for which I did not see a solution.
Sometimes when I wake my phone up, it's as if it's still "groggy." It's like the phone does not know to throttle up the core speed. As a result, my phone becomes highly unresponsive and virtually unusable for upwards of a minute or more when I attempt to use it. Eventually, the device snaps out of the "groggy mode" and works at normal speed -- but only after a bout of profane-laden frustration. This issue is unique to this otherwise godly rom.
I looked back several-hundred pages and saw this discussed, but I am unsure if a solution was reached. Would anyone be willing to provide a step-by-step solution or help me troubleshoot the issue?
