AT is optional, it doesn't matter as this init command will be sent anyway.
both *99***1# and *99# works
I had to reboot my machine to get it to work. Also inserted the apn in the phone but not sure if it matters.
If you go into modem properties, diagnostics tab. you can see the log.
If it works you should see something like this:
