GPS will work globally. (At least it should. Unless China is somehow blocking the GPS signal to the ground.)
Did it work previously? If so, was the phone in the United States when it was working?
The most likely answer is that the GPS needs to be set for Asia instead of North America. While GPS can work globally, there are internal settings to help the phone find the satalites it's most likely to find in that area. This speeds up the data collection process.
Anyway....you need an app that will let you set your GPS starting point to Asia.

Of course this will only help if the problem is the GPS data. If the GPS antenna is broker or something else like that then this won't help.
