[Q] HELP I have soft bricked my phone into a bootloop

PLEASE help me
Okay so after the M7 battery dying completely it keeps boot looping
I have tried all the fixes for absolutely drained battery on Google for hours
None of them seemed to work though at least I can get it into fast boot
Here is what it says when I hold power and volume down keys:
*** RELOCKED*** (Its been broken before when I failed to root it but I fixed it with a RUU file)

It is a T-Mobile HTC One M7 that had android 4.4.2
Any help greatly appreciated
BTW what if I used an RUU for an older version of android on this phone? or is that not possible because of the radio number?
P.S. I do have some knowledge of how to use fastboot commands

Also if I power down the phone completely then plug in the charger, it boots but very slowly, it shows the T-Mobile bootimange but takes about 2 minutes to get through half of it then restarts.
Also I flashed an OTA on it but did not seem to fix anything except for if I chose recovery in fast boot it boots in slow mo and then reboots but seems to get farther into the boot every time

The first link will work for a phone that can get into bootloader and shows this on bootloader:
