Yes but many of the PRLs that phones have been running in Chicago had 800Mhz turned off. Any time in the past 6 months I've looked at the PRL my Galaxy Note 2 was running I found that the specific PRL didn't have 800SMR active for Chciago.
Thankfully it sounds like that is no longer the case.
Look at that.. Everybody getting the same update no matter where they live. Hmm...

Not really certain but you may need to do it from a touchwiz rom.

Synergy rom is based off tw rom he just might not have a update yet..

Oy, here we go again.....prl's have nothing to do with your speed, it tells the device how to scan for various wireless cell systems, which ones are native, and which priority to use them in.3
Of course...removing an entire 800SMR network from the PRL will always give better reception
Everyone has been saying it gives better speeds/signal if you read back since 2xxx came out. <sarcasm off>3
