go into settings, phone settings, and tap on build number seven times to enable the dev options.

The dev noticed this in an earlier post. I believe if you re-download the file provided that an updating adb will be delivered to you. Otherwise it may just be your drivers. Make sure your samsung mobile drivers are up to date.
