How To Unlock Note 3 At&t 4.3 To Use Sim card from other carriers not in US.

Can you tell me legit websites to buy unlock code or something.
I am not in US now .. how can i ask at&t and will they give unlock code if i ask them ?

Any way to unlock with rooting ?

I bought unlock code for ATT Note3 from cellphoneunlock.net.
It worked.
