Never got it working on win8.1, but tbh I gave up months ago. I'll prolly flash back to Win8.1 soon, and try this update.

I have installed both "HTC_WIN8.1_DRIVERS.msi" and "HTCDriver-4.14.0.001.exe" on my PC which have a Asus Sabertooth 990FX mainboard ( so an AMD chipset for USB 2.0 and Asmedia chipset for USB 3.0 ) and I have got this situation with the driver:
Indeed the phone isn't working properly when connected to the PC, tethering USB isn't working...
I have tried both on AMD usb 2.0 ports and Asmedia usb 3.0 ports...same results. I have even uninstalled and reinstalled the drivers several times with no success...any idea?
Yes, I'm on windows 8.1 but I have used windows 8.1 drivers, as you can see from my post. Also I have tried the very same driver on another PC with Intel USB ports and windows 8.1 and they did works...
Out of interest: How do you extract the drivers from the HTC Sync Manager?

You have to manually reach that page:
click on your device on left menu -> click […] at the end of the text to go forward -> click "Windows 8.1 and fastboot on HTC msm8960 devices"

Umm, how? I am having the exact same issue and it's frustrating the hell out of me.
I installed the 4.16 HTC drivers, and my Win10 laptop and desktop both only recognize it as a disk drive, but adb will not show it no matter how many times I kill and restart the server. Grrr.
Manually booting it into FASTBOOT causes "Unknown USB Device (Device Failed Enumeration) and "My HTC" never shows when trying to update drivers manually.
