I only a patch for devices with keyboard qwert* that does gives non-english letters when used with "FN" like c s g u o buttons with FN gives ç ş ğ ü ö.
I know there is a app like there.

HTC's official rom out of box in turkiye has the function of giving Turkish characters while using with fn. I upgraded to cooked rom so the function dissepears.
