Well, without modifying the source code and recompiling the kernel - which can only be done by a developer - the best solution is using an init.d script.
Nobody should really use any apps for that like Antutu CPUmaster, SetCPU or NoFrills. They are unreliable and run a service that uses ressources of this already quite weak hardware.
Since you are already using the screenstate_scaling script which is explicitly supported by SkyHigh (see post#1 & FAQ #5 in post #2) you could modify that one to get your desired frequencies.
BTW: this is also the default and intended method, Samsung is doing it the very same way in the kernel startup scripts that run BEFORE the init.d scripts. So you will just overwrite the default settings with your own settings some nano seconds later and therefore they will also last permanently.
For your convenience and understanding I'm providing an example script. Just look at lines 160 & 161 to see how the min and max frequencies can be modified with each startup.
If you want to use the complete script you must also change these values for on and off screen state, look at lines 199 ff. and 365 ff. for that.
Otherwise you can use a very simple 2 line script with lines 160 & 161 only, that's already sufficient.
Besides the whole script is extensively commented and therefore should be self-explanatory.
