Little instruction:
Replace file ACER_EUU.exe to file from this archive..
Run EUUFrontEnd.exe
Click NExt.. Wait..
Click Next..
Turn your phone into flash mode by pressing Camera + VolumeDown + Power/Reset (or Camera + Power/Reset if you have 2.x firmware)
Click OK

Tested on my Acer Neotouch, but use at your own risk
p.s. Sorry, i don't speak english well)

what's hacked 3.x? Any official new ROM is issued by Acer?

This is used for someone that need to flash by using another ROM Country.

My s200 can"t boot after my uprom 3.003 Not bootloader not open

Ouch! do you mean it is bricked ?
If you press simultaneously the power, volume down and camera buttons, there is no red led flashing ?

You dont need to press all does buttons to enter bootloader, press and hold only the camera button then reset, this will enable your device bootloader mode.

This is correct for all ROMs except the last (v.3) stock one (don't know about yours v3 Rafyvitto).

In v3 you should press the 3 buttons: Volume down, camera and power up/down.
