... so you can install software not from the store? I mean, the basic concept is quite simple.

Now, why you would need to do *that* is a different question. Obviously, those who want to interop-unlock (without messing with the phone's ROM) will need it, but we only have interop-unlocks for a few phones right now. There's not a lot of homebrew that doesn't require interop-unlock (or higher) yet for WP8. There was a good bit for WP7, but these days most of that is either built into the OS or available as OEM apps.

I have to say I have used Microsoft Windows for years on computers but not Windows 8 and I am still not really convinced to try a Windows phone or tablet. I am just saying.

Can this method be used to unlock ATT 640 to use with a different service provider?

    link broken

    Hi,

There have already been many videos and threads on how to developer unlock a Windows Phone, but all the other methods don't work anymore. Here is the new one that will hopefully work a bit longer.

Here's a video tutorial where you can see everything step-by-step.

You just need to register a EDU-mail account, which you can do at following page.

    https://banweb.kccd.edu/dev/default.html

Here you login using your Student's ID and password.

    https://banweb.kccd.edu/prod/twbkwbis.P_WWWLogin

Now you need to setup you EDU-mail account with google.

    http://email.bakersfieldcollege.edu/

Register as a Windows Phone Developer and select "I'm a student". Click on the link of the error message and verify your account using your EDU-mail.

    https://dev.windowsphone.com/en-us/Register

    Hope I could help.

i founded a error in this site banweb.kccd.edu/prod

With these, even with the dreamspark account, you could only get 3 apps, is there a "free" way to allow up to 10 apps to be sideloaded or is that ONLY on a $99/yr account ?

You don't need to do this anymore... you can get a 2-app-limit dev unlock for free (just download the SDK and use the developer registration tool with *any* Microsoft account).

Just submitted my school ID Card and got verified in 3 hrs :D
Got the registration code too and successfully registered

Apparently people who recently registered through dreamspark get 10 apps. I still had the 3 app limit too, until I registered for a full developers account I had a coupon code that made it free. Not sure where I got that from....
