I have tried your process - which i assume changes the gps.conf ?
This did not however change anything -
are you saying the flash did not work, or that it did, but the GPS was no better ?
it flashed to my Legend ok even though it is "S-ON"
the gps.conf file resides in /system/etc, have a look at yours with Root Explorer ... the one from wbaw reads:
