Click on the widget and a box pops up that shows battery health, and has toggles for WIFI, BLUETOOTH, and GPS, along with a shortcut to your display settings.
Think maybe this is why it needs access to modify your wifi state or gps?

Please explain to me why one should "try an app out" when the required permissions sound shady? I'm sorry, but that doesn't make any sense at all. That's like saying "This file looks like it might contain a virus. But I will try it out anyway to see if it really does."
Leaving aside your strange logic, I think (from the horrible german translation in the play store ) what it does is that the widget can show whether GPS/Wi-Fi/Bluetooth are turned on (because that may affect battery life and therefore may be considered as being an important information a battery widget can provide). If that's what it does, it of course has to check whether they're turned on. This is more a question of taste. Does a simple battery widget need to do this? Do I want this function but grant the permission in order for it to work?
