No I believe that is Palmary Weather Pro
The wallpaper is not sized to fit as the homescreen wallpaper. It only fits properly as the lockscreen wallpaper.
The app is called aFirewall. Awesome for call blocking and call rules. Free in the Market.

3Just a couple of my favorite wallpapers
These used too look really nice when we had scrollable wallpapers. But now you can only use the 1/3 of the pic or you have use a different launcher and sacrifice HTC Widgets to get scrollable wallpapers

I only made ones for the apps I use on my three screens. Yes they should work with desktop visualizer and yes I could make others if I get time. There are some straight sinking icons in the link as well as the turned sinking.
