Issues Writing Files

After erasing the system, recovery, and boot data I am still stuck with the following errors when attempting to write the system, boot, and recovery images: "FAILED (Write to device failed (Unknown error))" and "FAILED (Status read failed (Too many links))". I am using a USB 2 port and have the appropriate cables.

As of right now, I am stuck on a blank post screen when holding "Power + Vol Down" and gaining fastboot access, and the "RSD Mode 3" boot screen when simply powering on the device.

I'm uncertain if the bootloader is locked because "fastboot oem device-info" fails to report the current status of the bootloader exiting with "FAILED (remote: '(00120000)')", don't know why it would be locked as I already had a custom ROM installed.

When attempting to hook this command on boot; I performed the "fastboot oem unlock" request and while holding "Power + Vol Down" it will boot into a blank black screen with the command exiting as successful in the terminal, as if the device it was actually that mode. The only way to get out of it is to hold “Power + Up Vol” to perform another hard reset.

I have been working to restore this tablet to stock for awhile now, I had successful customer ROM setups in the past, I am unsure why the device is in the state it's in. If anyone can assist me in fixing this as most other sources are dead or outdated, it would be very much appreciated. It's very possible I am doing things in the wrong order, if someone with expertise could show me that would be great, or let me know it's bricked so I can move on. :(
