Have you even bothered to look at tabletroms.com or Modaco? Both sites are where this ROM originates from

USBGPS: You need drivers for those, and to tweak settings on Android to use the driver.
Keyboards and Mouses are generic HIDs, drivers come with the standard linux kernel.
Card readers are USB Mass storage devices, drivers come with the standard linux kernel.
That's why both of them work.
Now, regarding Wifi, it's a known issue, since Honeycomb. IF the device sleeps and switches off the Wifi, on switch on the wifi will not switch on completly, and will never reconnect.
-- Never sleep, install Advance Wifi Lock
-- Script with tasker to switch off Wifi on sleep, and switch on when switching the tablet on.
Be advised that Wifi and Bluetooth share the same antena. If both are on, Bluetooth performance will suffer. That will be mostly noted on A2DP where sound will skip and curt regularly.
Also, this thread is for VegaICS B1, Android 4.0.3.
There's VegaCream @ modaco and tabletroms which is 4.0.4, where GPS and 3G works (on devices that have them, Viewpad10s, PoV Mobii etc).
You should update, VegaCream is a tad better than VegaICS, yet it still suffers from the problems described above regarding Wifi and BT.
