You are safe to unlock (your phone was unlocked at some point almost guaranteed). Just stay away from anything with 2.3.5 and you will be fine.

Currently I'm locked.. I flashed 198_7 and still it shows the same value of Standard Unlock Photon...

My query is according to this value, my bootloader is locked or not?

Not exactly, in order for you to have your bootloader unlocked two conditions must be met. First you must have the unlocked(pudding) bootloader installed, second you must have gone through the fastboot oem unlock proccess(this is what changes the fuse value). Yours has gone through fastboot oem unlock and therefore must have had the unlocked bootloader at one point. Unless yours says unlocked at the top it means you are running the locked 198_7 bootloader and are thus locked at this point. As soon as you install the unlocked(pudding) bootloader your phone will be unlocked and you will not need to go through the fastboot oem unlock proccess since that has already been done before.

Making sure I understand...
My code is:

The standard lock. I'm running 2.3.4. The 2.3.5 upgrade started and failed. Am I understanding correctly that I can probably unlock? I'm reading through all of these threads and I'm ending up quite confused.

Yes, you should be able to flash the pudding unlock just fine.

I had joker's cm9, but needed 4g, so I restored to SBF 198_7. Now I miss performance enchantments. Have we come up with a method to get 4g and a custom rom working yet? I'd like to try Jelly Bean !

Nope, development has slowed greatly since Motorola canceled ICS. IMO this is our only hope of getting a properly functioning CM9/10 but even then it is unlikely it will have 4G working. If you want working 4G with ICS or higher your only real option is to get a new phone.
