Well, no one knows exactly why, but here's the main reasons:
Make sure you're using the version of the downloader here and not the Evozi spyware version or the Codekiems hack. Other than that, there's not much you can do except be patient and see if the issue corrects itself. While most 403 errors are caused by trying to browse where you're not supposed to, the downloader uses the proper Google protocols and should not be throwing up 403 errors.
