Here is a simple guide for creating and flashing splash screens for the HTC One.

REQUIREMENTS:
S-OFF (only tested with Moonshine)
ADB and Fastboot
NBIMG v1.2.1

1. Open your image in MSpaint, and set the pixel size to 1080x1920
2. Save as a 24bit BMP file in the same directory as the NBIMG file
3. Open a command prompt and navigate to the NBIMG directory
4. Run command: nbimg -F splash.bmp -w 1080 -h 1920
5. Run : adb reboot-bootloader
6. Run the following command, substituting the name of your file in for "splash.nb": fastboot flash splash1 splash.nb
7. Run: Fastboot reboot
8. Enjoy your new splash screen

Thanks was looking for that newer NBIMG version.. You also might wanna note that you are going to have to be on an engineering or modded hboot to flash a splash I believe.. even with s-off regular hboot won't allow it..

Just tried on an S-OFF, but regular hboot 1.44 and it keeps spitting out an error:

sending 'splash1' (4050 KB)...
OKAY [ 0.658s]
writing 'splash1'...
FAILED (remote: not allowed)
finished. total time: 0.696s

UPDATE: Actually... scratch that, I figured it out. It's possible without a modified hboot. Method I used wasn't like this at all.
