It is possible if you can load windows on the nexus 7 and if you have 3 ports HDMI and two USB but, besides that you will need the runtime and I doubt you will get it running because there will be too much power draw meaning your nexus7 will deny it. Even if you get enough power somehow then there is compatibility problems with hardware will need to be sorted and even then it will take forever for anything to work. So the answer is no you don't have enough power.
Even a laptop with decent specs can't handle the new Oculus Rift let alone Nexus 7 even with Windows OS installed inside.
