Why do you think that it isn't disabled? Even when Multilingual support is disabled, you still see the Arabic/Hebrew fonts because the TTF file contains them. You should still be able to uninstall the package. At worst, it will uninstall and then tell you to reset.

I just uninstalled Hebrew support from my 23529 build and just copied WINCE.nls to get hebrew settings. I tried hebrew and it ALL WORKS!!. I also installed Fingerkeyb to get a virtual hebrew keyboard. Email, SMS, Opera, IE. We finally have an integrated solution to Hebrew support!!
After reading older posts I found answers to all my questions. sorry for being impatient :(
but it doesn't work here is what I did.
1.I copied the wince.nls file to the windows directory.
2.soft reset the device.
3.went to the regional setting but couldn't find hebrew what am I doing wrong?

2. I didn't install any hebrew fonts, Hebrew is included in almost all Unicode system fonts. (Tahoma, Ariel)
3. I don't change the flow direction. I switch to the hebrew keyboard and it types in push mode, left to right. this is good enough for me.
