FWIW, Google Voice calls to Canada are free, and once you have an account, it works from anywhere (Montreal, Paris, etc.)
Try a free US proxy to create a Gmail account and add Google Voice.
Maybe I misinterpreted you, I thought you were talking about apps on the Google Play store, not specifically Google-made apps. A lot of apps are only available in the U.S. For that I blame the developers, not Google.Some services are USA only, true. Google Play Music, Hardware shop, Video store... But Google Play Store's games are available in pretty much 90% of the world.

But if it makes you feel any better, it's not like MS does all that good of a job for some of it's products in its own home market either.....sooo, yeah, I don't see them doing wonders internationally when they can't even nail, at times, domestically.
Even if there's not government restrictions, per se, in some cases, I would still imagine that there are still some international 'logistics'/red tape behind the scenes that could still probably give most devs a bit of headache to bother w/ (hardware/software support, localization/translation, etc.).
Google Voice was originally Grand Central and was available in Canada. I have heard Google Canada Employees have Google Voice with Canada numbers. Some have reported that they were able to sideload the Android GV apk, and validate their Canadian mobile number. Others claim they got US GV numbers and then ported over Canadian numbers.
