I received my HTC One M8, (I'm from Chile) and put the ENTEL PCS Nano-SIM, and no signal and sometimes takes the 2G network only, and then falls again. Never takes 3G / 4G signal. I've never changed ROM, comes with the original ROM. My HTC One M8 is AT&T version, with Android 6.0.

This is my bootloader version.

the rom in your device doesn't match it. someone has done s-on back from s-off. and also mid has changed.
1) is your bootloader locked?
2) did you s-off at first?

1. I haven't changed the smartphone, so I think it is not unlocked. (Look the picture)

2. No.
Thanks for your help!
1) Did you put another sim at first?
2) what is the mid printed on back side of device?
3) Is your device is in a good condition to return to seller? If you can't return we can go further more.

1. Yes, first I tried with a Nano-SIM ENTEL PCS, and then tested with a Nano-SIM WOM, and none worked. Entel PCS only work with GSM (2G), but spends most of the time no signal.
2. In the back of the smartphone there is nothing but attached what the box says:

3. Is new, but i can't return because CorreosChile not allow transport of batteries.

I'm sorry to tell you that your device is a refurbished one. your box is a plastic one. it is fake. original one comes in a recycled cardboard box.
however motherboard is original. don't worry. let's try to fix it. look at the model printed on bottom of the backside of device well. if you can, post it before follow instructions below.(your mid may be 0P6B120 or 0P6B170. if not so there may be a hardware problem. )

1) at first flash firmware. https://mega.nz/#!GIJyzDgT!wNwGGtRtmpdcnzpfQQj7oSOoK_g06Us80GWKJYnvOgA
if it didn't work,
2) run a stock ruu (europe ruu) https://www.androidfilehost.com/?fid=24369303960687057
if it didn't work,
3) unlock bootloader. then root & try to s-off. (may be your device has done s-off earlier with sunshine. If so, you can done s-off back through sunshine without paying 25$. If you couldn't do that, you have to s-off by paying to go further. because you have to change mid. exactly the rom installed on your device doesn't match your device's variant. )

The phone was an AT&T version, converted to Euro version by a previous owner or the vendor. The currently installed Euro firmware should support the bands used by ENTEL, according to this website. So something else seems to be going on, and I doubt firmware flashing will remedy this.

If you purchased from a vendor/seller with any means of recourse (refund, exchange) I would suggest you do so before messing with the device. Not only is the phone been modified, but you aren't getting proper service on the bands, so refund/exchange is justified.

If you purchased the device from a seller without any refund/exchange policy; well first of all. . . you should have. But if you have not option, you may then consider messing with the firmware (on the off chance it didn't install properly or completely). But again, I somewhat doubt it will change the situation.

You need s-off ($25 US by sunshine app) to change radio baseband. Even then, its not guaranteed you will get 4G on your local carrier. I've seen a number of folks flash the proper radio baseband (supports their carrier's LTE band) but don't get LTE service. Unfortunately, don't know why, and haven't seen a solution for this.

So it may/may not be worth a $25 gamble, for something what may not work.

your back housing doesn't match mid on your motherboard. back housing is an asia one. motherboard is at&t. (don't worry. try to fix it thinking that you got the world's best one if you can't exchange or refund anyway.)
and also;
1) check imei whether it is valid or blacklist using an imei data server. https://imeidata.net/check
2) can you change the network mode?
3) if 1 & 2 are done, flash firmware.

Why do you think this?
Because you are trying to flash the same firmware (or RUU) that has already been installed to the phone.

There is a small possibility that it wasn't installed completely properly, and installing it again will fix it. But usually, if there is an error with the firmware install, the OS number on the bootloader screen will be in red font, and sometimes with a different version number in parenthesis (again, in red font).

But it goes back to the statement in my previous post, which you didn't address: have you tried any kind of remedy with the seller (assuming the transaction was recent - which sounds like the case)? Since the phone is obviously modded, and not working as it should out of the box (3G and LTE should both work with the current firmware). It isn't your responsibility to fix this, its the seller's responsibility to give you a phone that works, or a refund.

If the seller does offer some type of refund/exchange policy; flashing the firmware, or other messing with the phone may void any such policy. So again, I'd contact the seller before doing anything that may harm the phone, or void the exchange/refund policy.

Also, if the phone was advertised as factory new, it clearly isn't. So the description by the seller in that case would be fraudulent, or at least erroneous. And again, its their responsibility to fix that, either with an exchange (for device that meets the advertised description) or refund.

he will not get a chance to flash firmware as it is s-on with super cid.
1) process will halt when flashing firmware as cid is super cid, won't it?
2) and also can i get to know, did it come at&t devices with s-off unlocked?
we can't see sellers who sell these type of devices as good sellers. It is not worth to forgive them ever.
but this teaches us many lessons to life, doesn't it? I think, they teach us to think, to find new things, to avoid doing it again, to bear profit & loss.
anyway I agree 100% with returning device.
