There was no special purpose to not release pre build binary of toolchain, but as you said either toolchain prebuilt or source in your 1st message so I replied you about sources,I guess sources and flags used to build toolchain could help anybody to build toolchain.Now you've mentioned you want to use prebuilt
Anyways, if you want to use pre-built then allow 2 days for it, as i have lowupload bandwidth and i get on PC once in 2-3 days, most of the time due to lack of time i am online through phone
