Question 33watt charging

So with my redmi note 10 pro I got 33 watt charger. To get full 33 watt input phone must be charged at 11v/3a or 20v/1.3a. but with accubattery app or ampere app i see that phone charging at highest 4.2v and 4500 ma. So I'm getting only 4×4=16 to 18watt charging only. Where is the rest and why not getting 9/11/12/20 volt input that is supported by my phone and also written in then back of charger??

And where does this voltage information come from? Are you sure it's not the voltage of the battery?

Ampere doesn't show charging voltage, it only shows current batter voltage.
