I don't have this problem. VPN connection is always on and even migrates when switching from wifi to cellular or vice-versa. This isn't a Windows 10 Mobile specific issue. I only had this happening once on a broken insider build, but that has been fixed a long time ago. I'm guessing you have a server issue.
