So if this ROM is cm based than it can't be aosp cause it will include typical cm apps like file manager and email app as well as music app and cm actions

Looking at there G+ page they claim to be AOSP based. I would guess they could have merged the commits from CM to use there theme manager.

Because its aosp based you can use xposed framework and than to like gravity box to change nav bar . I'm not quite sure if it will work if you apply custom navbar theme thou.
