Sorry for the dumb question, but which is the latest version that I can install? I have been on RR and ViperOs for almost a year, I want to try this Rom and see how the phone performs, but I am puzzled which version I need - 7.11.23 or 7.11.12 ?
Also - do I need to flash anything else other than the Rom ? Gapps maybe?

You may refer to arvanasoft afh link. there you'll get latest november builds!
Flash 23.11. You don't need to flash gapps its already integrated in rom. Don't expect better battery life when compared to Viper unfortunately.

In 7.11.23 Tez app is not working, it detects that the device is rooted.
I checked with Safetynet test, it fails..

And can i use Magisk in Miui..?

Then try to flash magisk!
Flashed the uninstaller zip, installed Magisk, still SafetyNet check fails.

Try hiding root from tez app. You can do that in magisk menu
