I saw ur video and I found out that it's not... Ur HDR is not even on... Can you adjust the manual controls? I have experiment it... When u enable Camera2Api HDR will be available and works but when u disable it won't work u can't even turn it on. I've been also tested on OP3T camera app.

Try to force cameraAPI1 on build.prop for the camera

Nope.. You Have Only 16:9,4:3, 1:1 Option.. And No Custom Resolution Changing Option There...

All you need add this Line " persist.camera.HAL3.enabled=1" without quotes on your build.prop to make it work on miui9 rom save and reboot it will work see attached image
