No, as with every AOSP Rom you need to flash the seperately. OpenGApps are recommend.

XDA is a HUGE community so you have to make the effort of reading the rules, searching and thinking twice before posting in order to keep the forum clean and make everyone feel comfortable.

As you seem to be thankful for getting directed towards the rules and the question was in a respectful manner too:
We messed up with the release schedule a bit this week, hence we decided to skip and move back to the "A Weekly every Wednesday" plan, which means, the next updates, if everything goes as planned, will be released by Thursday morning (GMT).
Generally I am open to all kind of questions, including asking for ETAs. However, this should happen in a kind manner (like you did) and shouldn't be something that has been explained multiple times before, like asking for when the cam will be fixed.
In your case especially I'm fine with the question, as it the thread is clearly labeled as "weeklys" which we clearly did not hit in the last few weeks
Nonetheless, as blackhawk_la pointed out, _officially_ its against the XDA rules so be careful about who you ask

now it's alot more clear for me why there wasn't an update since 16-02-2017 and yeah about the camera you're not the only one. i had alot of custom roms before this one that has the same problem and i totally understand that you would be angry about the question. even i am a nature photographer it's a bit pain that it wouldn t work but i appreciate your hard work in this ROM and you got my full respect for this <3 Last thing and i am not sure if this a right question tho. will there been alot of fixes in the next update? just to be curios beceause there wasn t an update a while ago so i thought maybe there will be alot more fixed now.(sorry for my bad english tho).
Yeah, the last version had broken Audio and GPS as well as a non working cam IIRC, the upcoming update will have audio and GPS fixed and camera is "working" now with the V9 binarys, although the exposure is bad, so all pics are pretty damn dark. I guess thats as good as it can get though.ah okay thank you
Once my finals are done, I will jump in and help the others that are working on a stock based bringup (see Z5 threads) which is probably the only proper solution for the cam to get back to a decent (well, in this case Locked-Bootloader) quality.

AFAIK all custom roms are deodexed. And no, you can't use cyberian or any mod for stock roms into cm or aosp roms. does it care which type of gapps ARM - 7.1.1 flash. like the micro/nano/normal ect. beceause some Custom-ROMS will end in Endless bootloop if you flash a different one. The most will work with Micro

I've been using Carbon for 2 months. Only problem is the camera, but that does not work on any AOSP based roms. Had to go back to stock because I needed the cam, but I will definitely keep an eye out for this one
