a big question on the radio at&t

Hi all, I've tried to redo the gold card process successfully but the issue still does not change the radio is a radio 16.xxxxx and try and try and not change a radio 17.xxx, download the same files I and I think there is some 16.xxx radio link with files to make the gold card and have the radio 17.xxxx and I think I have to have the HSPL 2.6? someone please help me or give me the right to have a radio link 17.xxxxxx, my phone is already unlocked ATT Titan with HSPL 2.5 and 16.xxxxx radio.thanks
