A simple question for 3g or 4g

I would buy this tablet, but I did not understand the question of 3g and 4g:
since my area is not covered by the network 4g, so if I buy it in america and I
upgrade to the honeycomb can be used with the 3g network? or should I buy directly to 3g .thank you
