After I flash a custom ROM no service!

Hello,
My phone is bought in Korea(SM-G690N), and brought to my country. And then they changed the IMEI with another devices IMEI because of countries legal stuff.
Here is my issue, wheter I flash a stock or custom rom, my IMEI won't dissapear, my phone still sees the Sim card and shows the name of the carrier but shows "No service" and "important calls only".
When I gave my phone to any random repair service, they install korean stock rom and then patch certificate and fix the problem.
But I don't want to use stock rom, I want to use custom rom. I tried back up EFS partition but didn't work. No matter what I do when I flash a rom my service went missing.
How can I use a custom rom. ?
Help me :'(

I use official z3x. I guess you don't, you have to find a version 38 or more.
otherwise I don't know of any other method. it should work if you use a rom that has the same numbers as the stock (it seems to me) that you are patching

My phone is originally SM-G960N which is korea based. But after I install any rom lets say https://forum.xda-developers.com/t/rom-13-starlte-star2lte-official-evolution-x-05-07-2023.4483439/ this for example, in the about phone on settings it shows SM-G960F, does it matter?
Since I have to guide the repairman to patch my phone which version should I tell them to do it, and since I don't know what z3x looks like and how does it work, I want to ask you is it possible to patch it without flashing anything to it? I mean lets say I make a clean install of the evolution x rom above to my phone and go to repairman and ask them to patch my sm-g960n with z3x, is that just plug the phone and click a button and its done or does z3x flash something, clean the system etc?

just connect the mobile to z3x go to the repair tab then press patch the network

I think that if the custom rom keeps the kernel the bootloader and the modem of the stock rom (patched) it should work.
basically the repair just allows you to resell your mobile.
This is not advice, just an observation.

sorry I don't really know where the problem that the patch solves is located. patched the network, is a function of mobile repair boxes used by repairers.

I've installed LineageOS 20 on my spare S9. After the installation - it was done 100% as the WiKi said - there is no mobile data, MMS. Wi-Fi connects to the AP nearly 5 minutes after rebooting/turning on the device. I've factory reseted the phone many times, but nothing changed. Currently in this form, this phone is useless. I found it must be a problem with the APN-s.

you actually had a problem with the flash.
carefully read the lineage tutorial provided for your variety of mobine and not another variety.
the only chance to return to normal and either restore the backup you had to do before flashing lineage, or reflash the rom you had before flashing lineage.

I'm 1000% sure that I've done the right steps for my exact phone model. And I'm also 1000% sure that I followed the steps exactly as on the site. So there is no chance to patch the APN list on this ROM? Or anything I can do?

I don't think so.
the thing is that lineage does not store the imei and the rest in the same partitions as the stock roms. very often the imei has not disappeared but the system just cannot read it or cannot find it.
