I gave my unlocked note 3 to my wife to use on the t-mobile network. I just noticed she only gets 3 bar at all times. Can I flash a t-mobile note 3 modem on an AT&T n3?

I doubt it will install with the locked bootloader. Also it may be something to do with tmobile service limits for a att phones spects. If you had a att simcard that you could borrow , you could try it to see if signal changes .

Thanks Carl for your help. I had the phone on att before and I had full bars.

I understand that, but I was saying, if you had a active att sim card to try in the exact same place your using the tmobile's sim card you could see it it was the phone or the service provided to the phone through the simcard.

OK I'll try putting an active Sim I have on my wife's n3 to see what's going on. I'll let you know. Thanks again carl.

Do you know if the nl1 can be flashed over nc2 with no problems?
I've done it, and didn't see much difference in performance.

It's difficult to tell which is a better modem firmware without a lab - I vary 2 bars in strength with the phone sitting on my desk, so is that one more bar due to the new modem or is it due to the normal variation? If there's a spot you can never get a signal in, and a new modem gives you signal there, it's definitely better, but otherwise it's hard to tell. (And the last time I had a lab with the equipment needed to do those kinds of measurements was over 50 years ago, and 800MHz was considered just some crazy high frequency that would never be of any use. 450MHz was about the bleeding edge.)
