or you sure it was not the already NL1 OTAHas anyone uploaded the OTA update? AT&T release an update last February 6, 2015

Do you have the OTA update?
I doubt it will install with the locked bootloader. Also it may be something to do with tmobile service limits for a att phones spects. If you had a att simcard that you could borrow , you could try it to see if signal changes .I gave my unlocked note 3 to my wife to use on the t-mobile network. I just noticed she only gets 3 bar at all times. Can I flash a t-mobile note 3 modem on an AT&T n3?
