Got it to go into TWRP and am making a nandroid backup now. I did 2 things different. Here they are:

1) Don't let it reboot after flashing. Arrow down to recovery and press the power to meet the blue TWRP screen.
2) Booted into Ubuntu Linux and installed fastboot and then flashed in that and commands the same. Use sudo before fastboot command. Installing fastboot very easy: sudo apt-get install android-tools-adb android-tools-fastboot

Has anyone unlocked the boot-loader lately for 16GB Moto G4 Amazon edition? Moto tool says "Your device does not qualify for bootloader unlocking.". I even used the data scrub web tool to make sure the string is generated correctly.

It looks like Amazon-ad devices are blocked now. I was able to unlock my bootloader on release day, but now I get the same error.

I'll be following this thread hoping Amazon backtracks on the locked bootloader decision. I've been dragging my feet on unlocking and got denied today when I tried the moto unlock tool. Is there a way to root with a locked bootloader?

I had been watching this... this page has changed since Sunday, I guess Moto and Amazon caught on to what was happeneing. Too bad, I was thinking of getting one of these too: https://motorola-global-portal.custhelp.com/app/answers/detail/a_id/87215
Has anyone with a non-Amazon tried the unlock site today? The link above notes that Moto g4 plus is unlockable but not the moto g4 (which has the amazon note). This may be more widespread than just the amazon model. I'm not seeing another category for non-amazon moto g4 that shows that bootloader can be unlocked.

I can't verify, but that page is supposed to be for the list of supported devices, so the fact that the non-Plus version is still listed makes me think that factory-direct models are still unlockable. I'm thinking the omission of the Unlock link was just an error.

Well I'll have the standard version arriving Friday from Amazon to see what differences there are and confirm bootloader unlock. In the meantime I'm still wondering if anyone with a standard, non-ad version can comment as to whether or not it is still unlockable via the moto site

Best way to get an immediate response would be to contact them through the online chat, and see what they say, that's if they even know anything about it. Preferably someone who bought the phone should do it. If no one else does I will myself when I get to a computer as right now I'm on mobile and can't get contact through their quick online chat. Instead of waiting for an email response or having to call on the phone.

So I wonder if you Contact "Amazon Customer Service" as it says on the page, what they will tell you? ...
I've contacted Amazon support and was told by them that Amazon does not handle any hardware or software support for the phone. They only cover initial setup issues. I was told to contact Motorola for hardware/software support.

From Amazon's email
...even though the website says to "Contact Amazon Customer service", it is also part of our policy when it comes to Non-Amazon software and device hardware issues, we need to refer you to the manufacturer for further assistance.
As much as I love to assist you, our resources are limited to:
first time set up for prime exclusive phone, setting up an amazon account with prime exclusive phone, ads displayed on the phone's lock screen, removing or adding special offers on prime exclusive phone, daily deals displayed on the secondary home screen and Kindle reader app.

I was looking back at a link someone posted a while back ago which noted to contact amazon concerning the bootloader unlock.

This has now been updated and shows a completely different message where it should say "unlock".

The message is now the following:
"Bootloader unlock codes are not available from
Moto or Amazon for the Prime Exclusive Moto G (4th Gen.) devices
"

Well guys is was fun while it lasted but since I was planning on using this as my Dev phone I'll have to look elsewhere. Hopefully my N5 can keep chugging along for a few more months.

Best of luck to the rest of you!

Just returned my Moto G4 with Prime Offers and ordered the regular Moto G4 - which is $149 on Amazon for Prime members right now - a whopping $25 more for no ads and an unlockable bootloader. Putting my money where my mouth is, supporting bootloader unlockable devices. Will report back on how this goes. (running a Mac so while I could spin up a Windows VM for RSDLite and flash all manner of things, I'd much rather just use flashboot).

Thanks to OP for all their hard work!
