Android 5 - Modem - Not getting throttled in other devices, only S2

Guys!
I have 4 smartphones in my house:
Xperia Z1
Nexus 4
Xperia E3
and Galaxy S2

If I use my chip in any of the first three devices, I can get "unlimited" data, without getting throttle data from operator (if I use correct APN).
But in Galaxy S2, using same APN and same chip, after some MB, I get throttled. I can't browse anymore using the best APN from my operator. So I need to change to another one and get less speed (only 3Mb unlimited, instead of 10~14Mb from the "best" apn).

Is there a way to flash a modem or something else and then I can use Galaxy S2 with a better down/up speed?
I don't know why I can get "unlimited" data from that specific APN (using those first three) with good speed because of LTE antenna (Nexus 4 doesn't have LTE capacity in my country, but we have "hacked" using an app that flash a new modem with LTE from Canada, and even though, we can use "the best apn" from my operator, without getting throttled data, so.... I don't know if there is something about LTE that let me use unlimited in this specific APN....).

Ah! My Xperia Z1 out-of-the-box didn't get good download speed. I flashed a custom rom (and used C6903 baseband and so on) and now I can get awesome download speed. My Z1 is C6943 model (I lost D-TV connection, but... well... I got good internet speed :p )

If there is a way to flash modem, do I have to use correct ones based on my Android version? Or I can flash a modem from Android 2.3 into Android 5? Where can I find a list of compatible modems that I can flash?

Modems from older android version have no guarantee to work. The modem regarded to be good is the xxms4 modem (which is the one I use) but experience may vary. Pretty much all ics and jb modems are sure to work with cm12. But if you report lower speeds, you may have to experiment on your own.

Is it because of LTE, modem or something else?

Slower speeds have nothing to do with LTE. Modem can be a factor to mobile data speeds but there are many factors that can cause this. It can be depending on your carrier and the towers they use to broadcast the mobile network. You can try disabling fast dormancy and see if this could help (google it). Try a modem first and report your findings. Then I will be able to guide you through further steps. It could be because our hardware is getting old and so carriers favor newer devices with newer mobile cell capabilities.

I have already flashed 5 modems, none of them "helped" in this case.

I will try this "fast dormancy" and keep you update.

You said after flashing modems, you could try to help me. Do you have any idea what could it be?

I don't know if I said before, but:
My 3G plan is 40MB/montly.
When I use the "fastest" APN, I get the best speed (10~14Mb/s). But after I exceed my plan, it drops to 0.14kbps (and I have to use another APN, "slower", only 3Mb/s).

But, as I said, it only drops in SGS2. My other devices do not drop to this speed. It stays fixed and stable.
If you need me to disable fast dormancy, I will.
As soon as I get home, I will (following the tutorial) disable it. I reply you ASAP :)
