I'm having the same issue as well. Enrolled but nothing has been sent.

There's a chance as there's a new release about to pop-up, they halt the previous OTA until the most recent update is released.
I'm most probably talking **** though lol.

Same issue here. Enrolled few days ago but nothing happen. I think it's because i have the latest security patch which is 5th July and the latest O dev preview is from June so the system update recognize that my phone is up to date. Well that's just my thought, can be wrong either. Let's wait for O dev preview 4, hope it will come up very soon.
