I just had to reflash the October Q image for Taimen, and even though I removed the '-w' flag from the flash-all.bat file, everything got wiped anyway. Is this a known new thing?
I quadruple verified that the -w was removed before flashing.

Although, the reason I had to re-flash was cause I got stuck in a bootloop while security was enabled, so I couldn't use TWRP to fix it. Maybe that was the actual cause of my data getting wiped.

No.
I pretty much always update with the factory image and the -w flag removed from the flash-all.bat file, except for one time that I OTAed just to try it with keeping root to see how that worked..
I have never got a wipe from that.

The build.prop tweak of persist.adb.notify=0 doesn't work anymore on Q to remove the usb debug notification. Anyone happen to know a way to remove that on Q?
