You can't uograde you phone by stocked recovery but TWRP.
Brief instruction:
Flash the Android 10 OTA package in TWRP(Android 9) , once you finished, then flash TWRP for Android 10 and reboot to recovery mode.
Flash the Android 10 OTA package aagain and reboot to system.
