Animations come back when viewing pictures

I am someone who like things done as fast as possible on my phone. I always go to developer options and set animations to off (all 3 parts). For some reason every time I look at a photo or take a picture the animations come back and I have to go to developer options to turn them off again. Anyone else have this issue?

I saw this discussed in another thread, it seems to be a bug. And yes, I have the same issue. I haven't seen a fix/solution anywhere, but I could have missed it.
