Yes and No.

Yes - I've installed Sync (https://play.google.com/store/apps/details?id=com.bittorrent.sync) but it actually syncs via cellular.
Therefore the NO. I can't sync gigs of information via cellular.

Current situation, no real solution.
Any inputs still be very welcomed.
First of all you should connect HU and Cellular via wifi. Tethering is the fastest way. Once a wifi is established, you can

Use ES File explorer on both devices : open es file explorer on the HU then do the same on the phone and select the file you want to send. ES file explorer will start searching devices on local network and a "rockchip 3066" or "3166" should appear in available devices.

Use syncthing like @flieswithhawks suggested : it works via wifi, but needs internet to put nodes in relation, like a torrent tracker, then connection will be lan based. This is a clone of the "bittorent sync" you use, but it's opensource. I'm using this for many of my devices and i love it. Works even with ssh tunneling on a corporate proxy :D

Use FolderSync : this is the most flexible and potentially works OFFLINE/wifi only. but you need to choose what you want to sync and which protocol (SMB, FTP, etc). To do so you should install either an FTP server or a SMB server on one of the devices and on the other one you should configure FolderSync to sync on the previously mentioned server via LAN/IP.
