I just got the XL after having the iPhone for about 6 months, I was with the Galaxy phones before that and this seems to be the first phone I've ever had this issue with. When streaming on Facebook, Youtube or pretty much any online streaming video it just seems to constantly need to buffer. I don't remember ever having this issue with any other phone but it's very annoying. Anyone else experience this, have any fixes?

It happens on Wifi and LTE.

I am having no problem at all with Google play movies, vudu, Netflix and Amazon. I use WiFi with a 5.4 ghz connection to a linksys Wrt1900ac hooked to a 200 megabit connection. No root or rom, I am not even unlocked, Pixel XL 128gb.

Your annoyance describes the reason why i installed a network monitor to see traffic flow.
The only time i experience an issue with all sites is on crappy work wifi.

ProjectFI is runs fine.
Very well at home on mesh.

Maybe test to see if other bulk data transfer issues have the same problem

As mentioned above, install a traffic monitor. When your buffering the video, take note of down speed. realistically, anything above 250kbps should be able to stream video.

Since you noted that it happens on your cellular network as well as wifi, i would suggest *not a factory reset* But a full factory image flash if possible.
If you have root, try installing the lspeed app (in play store) and using the network and buffer tweaks and see if they help. if using a custom kernel, change the congestion algorithm to stock (i use westwood)
