I know how to root, I'm pretty familiar with everything regarding it and I just received my warranty replacement from AT&T so I'm trying to root my new HTC One. (I rooted both of my previous ones)

Problem is that it's stuck on 4.1.2 and won't update to 4.3! Also, I have Win 8.1 on all my machines and really don't want to install Win 7 JUST to be able to root it. I know fastboot drivers have been a pain for W8.1, just reaaaaaaally hoping someone has found an alternative to be able to root and install recovery.

ANY help is GREATLY appreciated.

you should get s-off first here's the instructions for Revone
http://forum.xda-developers.com/showthread.php?t=2314582
it only requires ADB and it works fine in windows 8.1

After your s-off just run the latest RUU
RUU M7 UL JB43 SENSE50 MR Cingular US 3.17.502.3

that will give you the 1.55 hboot you need to get fastboot working in windows 8.1
now you can flash recovery and root and install roms no problem

the instructions are very clear ..10's of thousands have done it
just go slow, I highlighted in red the actual commands you paste into the command window.

Use any operating system you like, you only need adb.

1. Download revone (above) and push it to your device: adb push revone /data/local/tmp/
2. Open an adb shell and:
* cd /data/local/tmp
* chmod 755 revone
3. (optional) If your device is unlocked and rooted please switch to root using su.
4. Prepare to gain S-OFF by running the command: ./revone -P
