Can you please tell me what 'refresh' means exactly?I don't know about their specifics cases.
But on my side outlook works flawlessly.
By the way, maybe they do not 'refresh' their ID connection to outlook from old param to new one which support o365.
I do not have o365 before but MS update my @outlook adresses without notice.
It took 10 sec to refresh the iD and everything were back to normal. This happens a (lot) few weeks ago.
Could be the same case, as MS tend to switch node by node
