Google Play Services are running and not blocked by NetGuard.

Do you have any idea what from NetGuard can interfere with other Apps although nothing is blocked?
There can be basically two reasons:
  1. A system component, like Play services, the download manager, etc is used
  2. An unsupported traffic type is used (not TCP or UDP), but this is very unusual
All traffic will be in the global access log, including for unsupported traffic.

All traffic will be in the global access log, including for unsupported traffic.
I guess the global log is under dot menu -> display log
There is no unsupported traffic. When starting telegram only the telegram traffic is visible, ICMP6 and HOPO6

No, I did not change anything in the advanced settings. Interestingly there is no VPN DNS set. Both options are grayed out.
Still except of Telegram all other apps have internet access

Maybe the Telegram app does not like a VPN. Try to disable 'Apply rules and conditions' for the app. Note that this requires filtering to be enabled in the advanced settings.

I've got a strange behavior with Netguard:
Currently I'm abroad and not in my home country, but still in EU Roaming.
In my home country everything is working fine. I've configured one DNS for my WiFi (Pi-hole) and a second one as alternative (for mobile data). I'm receiving notifications of messenger apps without any problems or big delays, even if screen is off.
Now I'm abroad and use only mobile data. But I'm not receiving reliable notifications by my messengers (in very rare case I'm receiving them with significant delays, meaning more than 30 minutes). Even if I'm using my phone the notifications are not reliant. Only if I'm using the dedicated apps, the messages are loaded without problems. It's seems like a problem in the GCM/FCM area, meaning no FCM/GCM message or problems loading the content.
No app is blocked, during Roaming (no "R" icon is visible).
I haven't changed anything regarding power saving.
The second DNS is used by Netguard, verified by a DNS test web page.
There are no suspicious messages in the protocol (neither to the message timestamp nor while using).
I haven't changed the block list or blocked apps (like Android GMS, Vending or Download Manager).
It's my first time with Netguard abroad.
Ignore national and EU Roaming is on.
Browsing etc. is working fine without any issues.
I've tried to restart the entire smartphone.
In the past all notifications worked without Netguard with Roaming.
Netguard version 2.290.

Any clue what is causing the issue or how to analyze? Does Roaming require other permissions or permission for a specific app? Can't imagine, that it depends on my location, but it's a strange behavior.

Can someone tell me what should be recorded in the protocol regarding receiving messages/notifications by GCM/FCM?
I've received during the night a message (delivered hours later) and can only find these records in the original message time:
  • Samsung Push Service (TCP4, all request blocked, like in my home country)
  • Samsung Cloud (TCP4, all request blocked, like in my home country)
  • Root (UDP4, specific entry blocked, ssl.google-analytics.com, like in my home country)
