1.2 mobiles connect to wifi with a router or they connect to each other wifi
2.do both phone need to have that app

No need that they have the apps in both Phones and they should connect each other via WiFi haven't you used WiFi direct ?

Can't get it to connect my devices. Detects them but hangs at Preparing or something similar.

First of all the person that needs to send the file must click on "Connect with Friends". After that he must click on "Create Group". After doing so wifi tethering will get on. Now second person who wants to receive the file must click on Connect With Friends" and then on "Scan to Join". After he will see the wifi of other person there. Now just tap on it to connect and then you can send any file to each other.
